TATRO: You know, one of the great things about, you know, Bard is that it's recognized that it's not enough just to, you know, kind of issue a degree and give someone an education, send them back out into society. A QUIET START I allow myself to sleep no later than 7:30, because on a weekday I get up around 5. Even after you graduate, as long as you are in a prison in which Bard Prison Initiative operates, you're allowed to take courses. And then this changed in the '90s when we had the crime bill, right? Who has access to educational opportunity? You can learn the math skills you need pretty quickly if you're motivated. These programs transform the negative impacts of criminal punishment and create radical inroads of access and opportunity to higher learning. In early 2020 BPI began working with lawmakers to change Merit Board eligibility rules so that all incarcerated students can be eligible for early release based on earning college credits. And in the context of the '90s and the tough-on-crime rhetoric and the super predator kind of, you know, demonization of people who have been convicted of crimes, as part of the Clinton crime bill, there was an amendment to withdraw eligibility for Pell grants for people who were in prison. Bard Prison Initiative graduate Sebastian Yoon, featured in the new PBS documentary College Behind Bars, shares how BPI changed him and the Eastern Correctional Facility, where he was incarcerated until March. DAVIES: This is FRESH AIR, and we're discussing the new four-part PBS documentary "College Behind Bars." DAVIES: Sebastian Yoon, tell us what it was like getting started in these classes. So the program is 20 years old, and it started small. You can see then Minister. NOVICK: Yeah. BPI was founded in 1999, in the wake of the decimation of college-in-prison. They have the bike path right on the corner that leads all the way to the East River. And I kind of froze in place and just looked around the room and just felt really, really inspired. In spring 2021 the NYS legislature passed the bill, and it was signed into law in July 2021. He worked 11-hour shifts, so he was mostly at work. Yoon and Tatro both entered prison as teenagers, and both earned bachelor's degrees in the Bard Prison Initiative. And it was often a joke that I would show up at school and get all these awards, and they would say, but you were never here. I grew up in a single-parent household, the child of a disabled mother. In four years of study they become scholars, shatter stereotypes, reckon with their pasts, and prepare to return to society. And I just want to - after the euphoria of graduation, I mean, you certainly - you know, you had this terrific asset, this college degree that a lot of ex-offenders don't. Mr. Hall is the first formerly incarcerated person to be hired full-time by the Ford Foundation, where he works as a program associate, developing strategy and analyzing data for grants to advance, gender, racial and ethnic justice. My father was in Vietnam, came home drug-addicted and has never really recovered from that. The vast majority of people in this country that are incarcerated are going to be returning to society. DAVIES: You know, getting a liberal arts education is - it is a lot of work, and it expands one's horizons in a whole lot of ways. So there was this kind of seamless movement from one setting to another. Your support helps make this possible. That degree really means something when they leave this program with their degree from Bard. I'm an uncle. I just wanted acknowledgement and this feeling of power and security. So I was charged at the age of 16 for manslaughter in the first degree, and I was sentenced to 15 years. DAVIES: Tell us a little bit about the work you're doing. 1. I was a very precocious child. You have this big smile on your face when you're leaving the auditorium and the mess hall. The faculty generally find this experience so energizing because of that exact thing - that they have to sort of - if they're teaching a course on the Bard campus and in BPI, they actually have to make the BPI version a bit harder, get more assignments and, you know, up the reading because the students are just so eager for the material and expect so much. All these things are intersecting and overlapping. I may watch Netflix, but I generally just read. And I will say this - when we started the project, sometimes people would say to us, oh, most people in prison will say that they're innocent and they didn't do the crime that they're there for. We see him, don't we? The type of things that are available to people in prison currently are somewhat outdated. And one of the reasons that we had to focus so hard and have that - the discipline that we had in this program is so that we could focus on the work and get the work done in a place where there's a lot of stress, pressure and distractions. And when we leave this room tonight, there is now something that can be taken away from you that's completely different than when you walked in. DAVIES: Wow. And what's incredible is that you can also serve as tutors, so you're constantly working with other students who are trying to obtain their associate's degrees or bachelor's. And it helped me understand my place in the world and activated me as a civically minded person. It was seeing what happens when students are first confronted with material that seems really daunting, and they have to learn to think critically and express ideas that are kind of uncomfortable and that over time you see them - they're - you know, their thinking and expression becomes sharper and more sophisticated. YOON: I never stopped being a student. I wake up every morning and I realize Im free and Im just so grateful to be here.. Anyone can read what you share. And I think the answer is no. TATRO: And so I got to walk across the stage on Bard's Annandale campus with the other 400 students in my year in 2018. Max Kenner, when he started it, was an undergraduate at Bard and just saw this need and, you know, convinced the college that it would be something that they should try to do.
